Hilong Makes Progress in Technical Talent Development and Incentive System Construction

November 28th, 2013, Shanghai – Hilong has successfully completed the assessments and recruitments of qualified personnel for specialized technical posts in 2013. Twenty-six individuals were recognized as engineers (mid-level) and 26 core technicians were accorded technical posts at the commendation ceremony held on November 18th at the Shanghai headquarters. These assessments and recruitments further consolidated the foundation of technical talent development and incentive system construction.
 
This April, Hilong reaffirmed the two-pronged strategy of both managerial and technical personnel development. The chief task is to clarify – besides the development channels of management personnel – the career paths of technical personnel as well as incentive measures such as remuneration packages for all levels of technical personnel. The objective as such is to tap into the vast potential of specialized technical personnel and to encourage technical personnel to keep their mind on their technical work, thus to carry out the Group’s strategies for technological innovation. 
 
Professional title assessments and recruitments for technical posts form the very basis of these endeavors. The applicants and participants this year were primarily mid to low-level technicians from the Mechanical Equipment Business and Energy Chemical Business. Technological leaders and experts did not participate due to their involvement in senior-level management positions. Meanwhile, Oilfield Service Business did not participate due to extensive geographical distribution and other reasons. Separate arrangements will be made for them.  
 
 “The cultivation of talent – in particular the formation of a team of technicians – has always been one of the development strategies to which Hilong has held,” said Hilong President Zhang Jun. At the ceremony, he urged the technicians to step up their studies and expand their horizons, to possess the courage to innovate and the gumption to reform. He further encouraged the technical personnel to maintain positive teamwork and create more technological products that meet the practical demands of the markets and thus, in the process of realizing one’s own life values, facilitate the advancement of the enterprise.
 
Following the conclusion of these employment evaluations, Hilong Human Resources Department and Technological Development Department will continue to improve the assessments and recruitments of technicians, addressing issues regarding the promotion of production line personnel who demonstrate pronounced skills but have insufficient schooling.
